In this society, crime rate was kind of high and the government set-up many cameras in public places. Of course, not even all public places could be covered, even by good quality cameras (they were very small and few people noticed them).

Before, the government secretly had obtained various skype videos of families and companies but it was exposed by some hackers. After that, the government didn't invade private places. Not until a government official invented an elaborate method to go around the laws and, then it became a new policy.

The government would lease cameras to you for free if you allowed them to install their cameras in your house or company. The cameras would send the videos of the rooms at random times. And, in return, you could get tax exemptions, depending on the total areas the cameras covered.

This worked beautifully. People who gave priority to money than their privacy happily
allowed the government to put cameras in their houses. Some extreme people allowed the government to put cameras in their bathrooms and bedrooms, expecting that if their privacy leaked they could get compensation from the government.

Once the number of people who accepted the cameras reached 50 percent, the number to follow the new policy dramatically increased quickly because the remaining people were fearful to be treated like uncooperative citizens or criminals.

There were some people who didn't care to be treated like criminals: criminals themselves. They refuse to attach the cameras. They evaded tax so they didn't need any tax exemptions.

He was the boss of a Yakuza family. And he was different from other bosses. He said that the new policy was not as sophisticated as amateur gangsters, just pushy. He allowed videos of his office buildings.

But, it didn't mean that he gave up keeping secrets. He studied about ciphers and made his subordinates to use ciphers while they had had important (crime) conversations.

But soon the police's super computer deciphered their ciphers. And some of the members were arrested for planning crimes.

So, the boss proceeded to Plan B. Originally he was an English learner. He thought that in this competitive world, languages were important. He ordered his subordinates to use only English during their business. The subordinates had no choice, to obey the order or quit the job. (They could quit without trouble as the boss hated to be pushy.)

From this particular day, all the subordinates spoke only English. They had been bad students in their school days so their English was beyond 'broken' but they had to communicate with only English. If they used their mother tongue (Japanese), even one word, they had to quit. Their conversation sounded like comedians using fake languages. But, at least, they communicated through English because the gangsters were so tightly bonded as Yakuza families usually are.  

But it worked. The super-computers of the police couldn't understand their strange conversation. It looked like ciphers.

But, after several months, their English improved dramatically because of their intensive usage. (Some of them told their customers that if they used English in conversation between them they would discount their protection money and most of them agreed.)

But as their English improved, the super-computers of the police understood their conversation and the police arrested some of the members.

So, the boss proceeded to Plan C. He changed their language from English to Russian. He announced to all of his subordinates that they should speak in Russian from this day. It was extreme but the subordinates had only two choices, to do or to quit. They liked the boss so they didn't quit. The boss gave an English-Russian dictionary to each. He allowed minimum usage of English but still didn't allow Japanese to be spoken.

The members started to speak in a combination of Russian and English. They were in despair. They barely managed to communicate. Even the police's super-computers couldn't manage.

Several months past. Their Russian began to improve. Strangely, the better their Russian became, the better their English became also. Nowadays they talked to their customers in English and started to teach them Russian.

When their Russian became to a certain level, the police's super-computers figured out their conversation and some of the members were arrested. A little later after that, the original members that first were arrested were released, and returned to the office. They came to know that they had to study Chinese this time.

This strange battle between the police and the Yakuza family continued for several years.
Now the members of the family spoke English, Russian, Chinese, Spanish, German, Korean, French, Arabic, and Portuguese. They also could speak in the mixture of those languages and the super-computers couldn't follow them anymore.

The yakuza family got a good reputation of being good multi-language speakers in the business world. Many companies asked them to send some of their members as interpreters. In the business world, to translate languages is troublesome. For example, a Russian customer says something, an interpreter interprets it into English. Another translator translates it into Chinese. There were many translators' voices in meeting rooms. A lot of workers spoke English but, in important meetings, they tend to bring their translators to make sure.

As the number of multi-language speaking subordinates increased, the boss proceeded to Plan X. Until then he had some know-how about multi-language learning methods. He studied which languages were the best combination to study together. For example, to learn language B while using language A. He believed that to learn more than two languages together was effective; especially in order to avoid a student's mother tongue. He also had know-how to make learning intensive, within legal limits, of course.

The boss started a multi-language school whose teachers were all of his subordinates who never experienced teaching. Students had confidence after knowing that their teachers who spoke several languages efficiently used to be drop outs in their young days.
