| His friends and he went to his acquaintance who worked at one of the governmental divisions. The man explained about the new policy. "They strongly believe this '20% theory'; they are expecting that they can reduce their budget because if the numbers are the same, they can reduce education costs for criminals as well as can cut officers for petty criminals." His friends and he were furious. One of his friends said, "We should not stay petty criminals, we should become major criminals! Why don't we go to the police station and throw raw eggs at them." The other friend said, "I know special paints which can't be removed, or use tear gas which will work for a week." Although they talked big, he knew that they couldn't become major criminals. They became quiet. He was thinking about something good to teach a lesson to the government. He hated the government's way of thinking. "What would be the one thing that we can do but they can't arrest us for." Breaking somebody's house windows? Give poison to somebody's cat or dog? Use light drugs? Sell pornographic photos? Sell false jewelry? Break public things, like traffic lights? Eat in a restaurant and leave without paying? "But why I'm thinking to do some crimes because of the government? This is ridiculous that the government tries to make us think about crimes, they should try to do the opposite thing." Suddenly he came up with an idea.
