After the speeding incident, he told his friend about it; his friend was surprised and said, "That's weird. I had a similar experience. This is embarrassing to say, but the other day when I was on the train, I was mistakenly suspected as a groper.  A young woman grabbed my hand and announced that I did something to her.  This was ridiculous because she was not where attractive enough to think about doing something like that to her.  Soon the police came and checked my ID, but I wasn't asked anything.  Soon I was released. The young woman asked the police why they gave up so easily; but the police left without any explanation at all.  It was rather awkward. The woman and I hostilely looked at each other for a while after they left."

He thought it was doubtful if the young woman announced without any evidence, but said instead, "Indeed, that's strange. By
the way, have you heard about the new policy that the government announced lately?"  His friend hadn't heard about it, so they checked on his friend's iPad, but only a bit of information appeared; the same that was in the newspaper.

They went to another friend of theirs and the friend said, "Strange. I had a similar experience as well. I was mistakenly stopped in the supermarket for being suspected for a shoplifting.  Soon the police came, but he just checked my license and soon left.  The owner of the shop complained that he saw me shoplift but the police didn't listen to him."  

He asked, "Did you really shoplift?"  His friend looked offended and said, "If I shoplifted, I would target a jewelry shop. Where would you hide potato chips or a detergent box? Do you want to walk around with frozen food in your pants?"

He knew his friend had a record of shoplifting but said nothing.
His friend said, "So what is happening?  If what you guess is correct, are we supposed to be the 20 % Non-Efficient Citizens?"
The other friend said angrily, "If so, I can't agree with that. We might be Not-Efficient but nobody has a right to categorize us without asking us first."  

He responded, "Unfortunately, the government has.  But, why don't we think it's good for us?  We don't need to worry about being accused or arrested anymore, right?!"

But the other two didn't agree with him.  They appealed that even a thief has the right to be treated as a common citizen.  But, he felt it was a bit strange that they who didn't care about society, now complain how they are labeled.
