His friends and he posted the following information on Twitter and Facebook:
"Do you feel something to being treated as an exception from society?  If so, you might be part of the '20%'.  If you feel comfortable, then no problem. But, if you feel uncomfortable, even though you are safe and protected, why don't you join us at the following place on the following date. We'd like to show the power of the '20%'."

It worked.  It spread through the Twitter and Facebook world from friend-to-friend immediately.
The people of the '20% group' thought that they were being made a fool of by the government. The '20% rule' gave these people a sense of 'fellowship', thus accelerating the re-tweeting through the social networks.

The day of the announcement came.
In the park, which was near the governmental offices, there were thousands of people gathering, young and old, men and women.
Soon the police came, TV crews came, and some government people came. The person who looked to be in charge of the '20% issue' for the government came to him with his coworkers.  The TV crews saw this encounter, and started to broadcast.

The lead government representative said, "Some of our agents learned about your conspiracy."  He replied, "What conspiracy?"  The representative retorted, "Actually, we don't know what you are going to do from this moment."  He asked, "What do you want us to do?"  

The representative said, "We know that all the people who are here are on our list.  If you do something out-of-line, you will be arrested.  Although it might postpone our jail budget reducing plans."  The representative grinned at saying this.

His friend grabbed the raw eggs while the other friend grabbed the tear gas, but he stopped them.
He said, "We don't have any plans to do anything in which we would be arrested for.  Rather, we would like to be given an award."
The representative laughed, "If you were in another '20% bracket', you could be given award."  

He ignored the guy, and started to walk away. Other people also started to walk away. The police officers became tense but soon saw the people take out plastic bags from their pockets and start to pick up trash.  

At first TV reporters were speechless at this development, but soon started to broadcast it excitedly.  
However, the government representative wasn't pleased with what was happening. He rushed into the crowd who were picking up the trash, and tried to stop them by shouting, "Stop it!  If you do such a thing, more new bad people will come about. Stop it!"  His colleagues followed him by shouting this message to other parts of the crowd.

It was a strange sight. Thousands of people who never picked up trash, those who, if anything, usually littered, were pleasantly picking up trash.  On the contrary, the government workers who should make people obey rules tried to stop the people from picking up trash.
The TV crews were cheerfully broadcasting, "Now, we are witnessing the strangest scene in the world c"

He was driving his car on the empty road in the suburbs.
Soon, a police motorcycle with a spinning light approached his car and stopped him. The policeman got off from his seat and said, "Show me your license, please, sir?"
He knew he had been speeding, but asked anyways, "Is there a problem officer?"

The policeman laughed, "I don't think so."  He took out a smartphone-shaped machine from his waist-pouch and traced his license, soon the paper went out from the machine. The officer said, "You were speeding. This is a ticket. If you have any objection c"

He interrupted, "I don't have any objection. Crime doesn't pay, does it?"
He smiled.
