In this society, statistics were important.
The government believed in a certain economic theory which goes as thus: if a company has 100 workers, it would consist of 20 excellent workers, 20 lazy workers, and 60 common workers.  And, if you lay off the 20 lazy workers, the remaining 80 workers would still be the same: 20% excellent workers (16 people), 20% lazy workers (16 people), 60% common workers (48 people).  The government liked this theory and wanted to apply it to their own citizens.

The government thought that if they changed the 20% of lazy workers or even bad people with great effort, there would still be another 20% lazy workers or bad people remaining.  So, in that case, to change the lazy workers or bad people would be a waste of time, and would only leave them as they are now.  But, if they
leave various bad people, like serial murderers or terrorists, the government would be much criticized, so they should concern themselves with these people; and would only keep other minors untouched.

He was driving his car on the empty road in the suburbs.
Soon, a police motorcycle with a spinning light approached his car and stopped him. The policeman got off from his seat and said, "Show me your license, please, sir?"
He knew he had been speeding but pretended not to realize it, and asked, "Is there a problem officer?"

The policeman laughed, "I don't think so."  He took out a smartphone-shaped machine from his waist-pouch and traced his license.
Soon the result appeared on the screen.
When the officer noticed the instruction on the screen he was tense: 'This person is on the LIST. Keep the person untouched.'

The policeman returned his machine back into the pouch, and turned to the man smiling, "This is just an usual inspection. Sorry for your trouble, and thank you for your cooperation. Have a nice day and drive safely."
The officer left in a hurry.

He at first felt a great relief and thought he was very lucky this time, but soon remembered an article from the newspaper this morning, which read:
'The government has decided that the 20% Excellent Citizens will be given some privileges as a thanks for their special contribution to the nation. The government has decided that the 20% Non-Excellent Citizens will be brought in for special treatment.'

He wondered what the 'special treatment' was, and who the 20% Non-Excellent Citizens were.
