After 'Lack of Technological Innovation' and 'Slowness for Outsourcing', the third reason for lack of workers was 'Bad Working Environment'.

The website described some examples: A lot of overtime hours, low salaries, and workers' low morale because of the company's low sales.

The website pointed out that even if the company realized their problems and wanted to change those three reasons, it would be difficult to change because to change the situation also needs a lot of manpower.

Since there were no resolving methods on the website, he started to think about ways for some businesses to reduce their job hours and/or to become more efficient in how to use their time.  

How about nursing homes?

The website pointed out that nursing homes' problems are due to strenuous work and low salaries. Nursing homes' workers' salaries are limited maybe because of the national insurance policies for nursing-care. When the national government made this system, they balanced the cost of this system ~expense of the companies, subsidies, and users' fees. In the current aging society, the taxpayer numbers will decrease, so they can't increase the tax rate. For nursing home companies it's difficult to raise workers' salary, because they can't expect more subsidies and still be competitive to take care of customers.

He checked on the internet and found a website in which a former worker at a nursing home in England mentioned about the differences between the two countries.

She said that although both workers in both countries' nursing homes are hard, workers in England are somehow more relaxed. She thought that it was because of manualized and fixed scheduling tendencies of this country. Workers in England are more flexible than workers in this country.

This thing reminded himself of his mother's case.  His mother used Day Service two days a week and after getting to her house she said she was tired and would take a nap. He wondered why because her day service gives her a relaxing time along with other activities ~ playing games, taking a bath, eating lunch, as well as exercising. Maybe she was tired to be with other people. And maybe caregivers are busy to take care of the other caretakers including his mother. Maybe workers pay attention to give services equally to each caretaker. This country's people tend to think about equality too much. His mother sometimes said at supper time that she wasn't hungry. Maybe she would eat more at lunch than usual on the days she went to at her day service.

To work earnestly is a good thing but sometimes it might make the caregiver tired. Maybe the government could introduce other nations' examples and give chances to exchange information among nursing home companies, just being competitive is not good in this genre.    

How about truck drivers?

The truck drivers' problem results are because of one thing: re-delivery.
Recently he saw a truck driver holding several parcels and walking around his neighborhood. He easily could guess that there wasn't anyone home at the houses, so the deliverer had to return later. Recently he read that the government made target percentage of re-deliver for truck transportation but low percentage doesn't necessarily mean it is easier. It is like a Biathlon athlete, if one misses a target, one has to ski on a penalty course around.

An economist pointed out a good solution : To organize a neighborhood delivery company in each area. Truck drivers deliver only up to those points, not to each house. Maybe Japan Post and each neighborhood association in each area could make a company together. An IC tag on each parcel could guarantee safe and secure shipping. Shippers and truck transportation companies could pay the last one mile cost, which would cover the cost for citizens who could help to deliver the parcels. Maybe it wasn't so difficult to register as a deliverer using an app and their smartphone.
