In the article about GBER the professor who started this system mentioned that this system should be applied not only for jobs but for volunteer circles, hobby communities, etc. as well. Maybe the professor wanted to emphasize the difference between GBER and other job offer systems. Silver Human Resources Centers' purpose was clear, to use elderly people as human resources giving them a sense of fulfilment through the job while giving them some money for a more comfortable life.

While GBER and Silver Human Resources Centers have been stagnant, the lack of workers is serious.
Recent newspapers have been full of this issue. After COVID-19 subsided, the economy has been recovering, and people have started to be active again, going shopping and eating (making shops and restaurants busy), and going to tourism spots (making bus drivers, taxi drivers, and inn/hotel workers busy). People are buying more things online. People whose financial situation had been unstable under COVID-19 have started to purchase things without concern  (making truck drivers busy). As the economy has been going up, more and more companies have started to think about new offices and factories (making construction workers busy). Originally, nursing schools type of jobs have become busier because more and more mothers have started to work; nursing home type of jobs have become busier because of the aging society.

Of course, COVID-19 is a new thing, but an aging society and its work force shortage is a problem which has been talked from long before. The government should be criticized, some newspapers have pointed out.

He checked on the internet about what businesses were in the worst situation for worker shortages. A website introduced five businesses which suffered severe lack of workers.  

[Construction site workers]
Construction Industry's lack of workers is because of workers' aging and a lot of young workers are quitting. Older than 55 years old workers are supposed to quit in the near future, there is a forecast that labor shortage of this genre will be more severe.  

One of the reasons young workers leave is some older workers have an artisan spirit and tend to be too strict to them.

[Social Welfare Service workers]
Social Welfare Industry's lack of workers is due to their jobs' hardness and low salaries. This is a job that workers feel fulfilling for the job, but even so, there are a lot of workers leaving. Compared with Western countries, workers' salaries in this genre are relatively low, and the job has an image of being hard, so new workers are not entering easily.

[Restaurant workers]
In this industry a lot of workers tend to quit after a short period of working. In restaurants, labor costs occupy a certain percentage of their expenses, so business owners tend to employ non-regular workers, part time jobs which expects lower salaries. And they tend to leave soon, which earns chronic labor shortage.

Among restaurants, competitiveness is harsh in urban areas, some restaurants give up their business after a couple of years. This unstable labor environment makes workers avoid this type of business.

[Hotels and Inns workers]
Accommodation Industry's lack of workers is due to their working condition's hardness. If one works in a hotel or an inn, one has to work in shifts, which makes one's working time irregular and difficult to make private plans. Night shifts can be continued in some cases.

In this industry, standard salaries are not high, smaller hotels and inns can't pay as much salary as the job's hardness.  

[Transportation workers]
The lack of workers in the Transportation Industry is because of the explosive increase of distribution. Users of internet mail order and free-market Apps are increasing, and the number of truck drivers hasn't caught up to it.  

The national government had started a new policy by deregulation, in which a lot of new comers entered but it backfired. A lot of small companies started to contract with shops with lower prices and lowering truck drivers' salaries. Because of this, these companies lost a lot of drivers because the job became more demanding.
