His Ideas 33 ~ Risk Management

Originally this country's reputation of risk management was bad. They weren't good at risk management.

When the government decided to deliver masks to all of its citizens nationwide, as masks' supply was insufficient, they realized that they didn't have a list of their citizens, so they had to ask the Post Office to deliver them. But, the Post Office just knew the addresses of the citizens. They didn't know how many people lived in each residence. So they delivered a set of two masks to each residence, ignoring the scale of the family. They even delivered one set of masks to each company. If it were other countries, the government could use the data from the municipalities; but, in this country, each municipality has its own citizen registration computer system, so the nation couldn't use the registration lists in unified manner.  

When the government wanted to pay 100,000 yen to each citizen, this time they didn't ask the Post Office, but asked each municipality. But, the municipalities didn't know their citizens' accounts, so they asked their citizens to submit documents with an ID, so it took long until all the citizens received the money. If it were an advanced country, the government would have asked its citizens for their accounts on a regular basis, in case of a tax-refund or aid for people in need, like victims of disasters.

Recently, he didn't like to watch world news because some countries started to loosen their lockdown rules with the help of a certain number of vaccinations. In one particular instance, people in a bar replied to a TV interview, "There is nothing as good as drinking in a bar with friends!" His country's vaccination rate was very low.

Recently, the government decided to use the Self Defense Forces' support to vaccinate in two major cities. He had never heard that the army could give vaccination shots. Normally, veteran nurses or nurses in leave of absence could help, with the government's approval.

Recently two major pharmaceutical companies' vaccine got the approval by the Health Agency. These vaccines have already been given all over the world for several months. He heard that other countries have special laws to shorten approval time in emergency. They prioritized people's lives, and this country seemed not to.

There were some big pharmaceutical companies in this country, but they hadn't developed their own vaccination yet. He heard that some governments gave subsidies to help develop new vaccinations in a shorter period of time, but this country didn't.  

His Idea #33 : Risk Management

Originally, one of the most important roles of the government is to keep the country safe and secure, and if a crisis happens, they would implement policies in order to minimize damage to people's lives. For that, preparation is important. This is called 'risk management'.

Now companies tend to make regional headquarters in other places considering the increase of natural disasters. They also started to diversify their factories into various countries, thinking about political risks, like boycotts by the citizens of that country, etc.

Those companies are now thinking about their own survival and their workers. He hoped that the government of this country would think the same, and place an importance on risk management.
