His Ideas 31 ~ Prefecture (2)

Hiroshima prefecture's population is 12th (about 3 million) out of all of nation's 47 prefectures. People's concentration rate (the population divided by the land area) is 17th, and the corona patients per 100,000 people is 34th. The other prefectures after the 34th place had both less population and less density, except one. So he could say that Hiroshima prefecture was one of the most successful prefectures against the spread of the coronavirus, at least so far.

He checked the prefecture's webpage. On the top of the page, there appeared a big yellow window that read, "You can protect your loved ones lives with your test! Series 2, Spring PCR Tests are now taking place. Free. Why don't you take it and protect the coronavirus from spreading? Time Period: April 23rd (Fri) to May 16th (Sun) in 2021" In the window, a big illustration with a man and a woman with a mask looking at him. His prefecture has never had this type of free test.

He could have proceeded to get more details by clicking on the window, but instead he clicked on the tag, 'Information about the novel coronavirus'. On the top, there was the total number of the newest patients (in this prefecture), today's patients number, and for each city that had the patients, the name and number. You could see in detail each city with a click. It was simple but efficient, he thought. He sometimes wanted to get this type of simple information, about the recent patients' number and information, where, etc. for his own prefecture but he had trouble finding it because his own prefecture's website was too complex.

He scrolled down and looked at the list of the most frequently visited keywords: 'Data of the infection', 'How to take PCR test', 'Patients background', 'Situation of people who are moving outside', 'Vaccination', 'Policies' purpose', 'For Business'.

After this, the next section was about other prefectures that they ask for their citizens to refrain from going to.
  Level 1 Emergency (Please don't go) There were 4 prefectures listed.
  Level 2 Emergency (If you don't have to go, please don't) There were 7 prefectures listed.
  Level 3 Emergency (If you go, please use lots of caution) There were 10 prefectures listed.

Listed below these three levels of emergency was another statistical category that was for prefectures which had a current infection rate of more than 15 new patients (out of 100,000) in the past 7 days. There were 27 prefectures listed. It didn't include Hiroshima prefecture, and, fortunately, his own prefecture.

Then there were three big logos with illustrations, 'Hiroshima the novel coronavirus infectious disease data site', 'Vaccination', and 'Measurement of anti-virus at home'. Then there was a video message from the governor, its gist, and also his past messages.

Then there was a 'contents' page which covered all of the corona related information from this website. Normally 'contents' is the term for books or magazines. For websites 'site map' is used. He thought that this 'contents' for special information like this is great!  

Other parts of the website was also elaborate. For citizens and business people, 'What's your concerns?', 'For consultation', 'Subsidies', 'Loan and financing', 'Tax exemptions'. For genres, 'All support', 'Medical, nursing, welfare', 'Restaurants and bars', 'Tourism', 'Makers and Producers'.  

He didn't check each policy but from the efforts that prefecture put into their website, he could guess about this prefecture's posture towards their policies. They knew the web would be the gateway for its citizens. And, maybe more importantly, if the citizens couldn't get the information from the website easily, they could call the municipality sections directly which would take away time from the busiest of workers.  

His Idea #31 : Prefecture

Once he had watched on TV, when the Great North Eastern Japan Earthquake occurred, and subsequently the big tsunami that devastated the coast sides, about the area doctors who had to treat injured people as efficiently as possible in order to rescue as many people as they could. And they left the emergency system in place. This time, this particular prefecture immediately started to use this emergency system to treat the coronavirus patients. He checked the data and each prefecture's death rate per patients of the coronavirus. This particular prefecture was the lowest.

He learned that leadership and emergency systems in place were important and it resulted in fewer victims.
