Work or Not Work 2

    "I hate that I can't speak English well.  The English educational system in Japan is not good!"    
    "Many Japanese people say so."
    "We Japanese can't speak English at all after at least six years of learning English in junior-high and high school."
    "I learned French for three years at school but I can't speak French at all."  
    "But a lot of foreign countries' people speak English; the Swiss, Germans, Indians, Philippines, Singaporeans, etc, etc."
    "I think that they have a reason to use English. But there are still many countries whose citizens don't speak English."
    "I doubt that they study English for six years."
    "Ok, what part of the Japanese education system do you think is bad?"
    "I don't know but I might have heard that in Korea, children are taught all subjects in English."
    "I doubt that is Korea. I once worked in Korea. Actually, in Korea, TOEIC test scores directly effect to one's job chances. So, they are more aggressive to learn English."
    "So, do you think that the incentive for learning English is more important than the educational system?"
    "I didn't say so. The English education system in Korea may be better than Japan.
But I think that if many people in a country want to be good English speakers, or want to make their children be good English speakers, they would push the government more intensely."
    "Do you think that Japanese learners or parents don't want to be good English speakers or make their children good English speakers?"  
    "I think so. From my viewpoint, very few Japanese people want to be good English speakers. They don't want to be good English speakers, because if they do, they would have to study English very hard. They don't want to memorize many words if even they are used frequently.  Most students, I mean adults, in Japan don't take notes. Korean students fiercely take notes."
    The student blushed, thinking about himself.  The teacher was upset, "Oh, you are a good student. You are as serious as Korean learners, although your target is not a job."  She mysteriously winked.    (This is a fiction.)
